On both of my Samsung tablets, the 'side-load' switch was OFF by default. I know because I turned it ON just long enough to download Flash Player from Adobe.com. Then I promptly turned it off again. A "'side-load" is what 'they' call a d/l from other than THE official source.
BTW, if you need navigation instructions, on my tabs it is: settings/personal/security/device administration/unknown source: "Allow installation of apps from sources other than the Play Store".
If you need to open it momentarily, please don't leave the barn door open!
